In the 1881 census, Hugh is listed as 'Hess'. We are currently unable to locate the original images for this census record. The assumprion is that Hess was in fact Hugh, with the 'ugh' being misread as 'ef' which would have been interpreted as 'ess'. (Remembering that 'f' was an old-fashioned way of writing 'ss'). Hess is not mentioned in any future census, and Hugh is not mentioned n the 1881 census, so the assumption is that they are in fact the same person.
